Some movement can be eliminated with a stabilizer , but since it's at the hinge it seems like a rack issue. If the movement is happening at the hitch, try tightening it down a little bit more than before. If you've already tried that you can get this stabilizer # e99007 to contain the movement. I measured the Yakima HoldUp 2 Bike Platform Hitch Rack # Y02443 when its ratcheting arms are folded down (without bikes) for the dimension you need. This highest part of the folded rack, the wheel cradle, will have a height of 10-inches above the top of the 2-inch shank that fits into the hitch.
